The Company

Fifty-five years in continuous Oregon operation.

Founded in 1970, Mid-State Industrial Service is a closely held, owner-operated business headquartered in Eugene. Every job is performed by Mid-State's own crews with Mid-State's own equipment. No subcontractors, no franchise dilution.

Mid-State serves clients statewide across Oregon with operational reach into Southern Washington, Western Idaho, and Northern California. The footprint is built around an Oregon-anchored fleet of more than 33 vehicles, each tracked by GPS telematics, maintained 100% in-house, and supported by backup units on standby.

The company is currently owner-operated by Blake and Cindi Olsen, who acquired the business in 2021. Day-to-day accountability stays local: not a franchise, not a national staffing model, and not a roll-up. The same crews show up under the same brand for the same customers, project to project.

The combination of long tenure, local ownership, and operational discipline creates the consistency that underwriters look for in a multi-line industrial-services account.

The Underwriting Angle

A multi-line account, with safety investments designed to reduce severity and frequency.

Mid-State is a multi-line account spanning Commercial Auto, General Liability, Workers' Compensation, and Pollution Liability. The safety investments below, GPS telematics, two-person crews, written protocols, and an active SAIF partnership, are designed to reduce severity and frequency across all lines. A carrier should view Mid-State's risk management program as a genuine differentiator versus undifferentiated sweeping or excavation contractors.

Commercial Auto

Exposure. 33+ vehicles operating statewide on public roads, job sites, and highways. Sweepers and vacuum trucks present large-vehicle exposure alongside traffic. Heavy equipment moving in active municipal and industrial corridors.

Mitigants

Fleet-wide GPS telematics, DOT/FMCSA compliance, CDL-qualified operators, 100% in-house preventive maintenance, real-time driver oversight via tracking data.

General Liability

Exposure. Premises and operations exposure across all twelve service lines. Completed-operations exposure for storm drain cleaning, CCTV inspection, and excavation work. Underground utility damage risk on hydro and vacuum excavation work.

Mitigants

NAPSA and NASSCO certifications, written field protocols, CCB-licensed (License #239935), customer documentation practices, PACP-coded inspection reporting.

Workers' Compensation

Exposure. Highest-exposure line given the physical nature of the work. Operating heavy equipment, confined-space entry, high-pressure hydroblasting, and work in active traffic lanes. Tank cleaning and confined space represent the highest-severity potential.

Mitigants

Two-person crew protocols on high-hazard work, active SAIF Corporation safety partnership, OSHA training as standard onboarding, documented safety procedures, NAPSA operator certification.

Pollution Liability

Exposure. Operations involve handling contaminated liquids, industrial waste, regulated stormwater, sludge, and hazardous materials. The 80-barrel tanker hauls regulated liquid waste streams. Hydro excavation work may encounter contaminated soil.

Mitigants

Active DEQ compliance program, EPA-conscious operations, NPDES and SWPPP alignment, proper waste transport and disposal coordination with approved facilities.

Safety Culture & Loss Controls

Safety is not a policy. It is an operating standard.

Three brief-level differentiators for underwriters define Mid-State's loss-control posture: a two-person crew requirement on high-hazard work, fleet-wide GPS telematics with active driver oversight, and standardized written field protocols that govern every major service type. Each is reinforced by certification training, SAIF partnership, and 100% in-house fleet maintenance.

Two-Person Crew Requirement

High-hazard operations, including tank cleaning, confined-space entry, hydroblasting, and hydro/vacuum excavation, are staffed with two-person crews. This buddy-system approach is a fundamental loss-control measure that directly reduces workers' comp exposure from the most dangerous job categories Mid-State performs. One operator works while the other maintains visual contact and communication, particularly in confined spaces where OSHA entry-permit requirements are in force.

Fleet-Wide GPS Telematics and Driver Oversight

Every vehicle, sweepers, vacuum trucks, hydro excavators, water trucks, is equipped with GPS tracking. The system captures real-time location, route progress, speed, and operational data. This gives management the ability to monitor driver behavior, verify job completion, and respond immediately if a vehicle deviates from expected patterns. Mid-State was among the first contractors in the Pacific Northwest region to implement fleet-wide GPS, and continues to build operating procedures around the data it generates.

Written Operational Protocols, Required Field Standards

Mid-State does not rely on operator judgment alone. Standardized field protocols govern how every major service type is performed, from set-up and equipment checks to shutdown procedures and incident reporting. These documented procedures reduce variability, ensure consistent safe practices across all crews, and provide a defensible record of proper methods in the event of a claim. All field personnel are expected to follow these protocols without deviation.

SAIF Corporation Partnership

Active partnership with SAIF Corporation, Oregon's not-for-profit workers' compensation insurer, specifically to support workplace safety initiatives. SAIF partnerships typically involve proactive loss-control consultation, safety audits, and access to training resources. A management culture that treats injury prevention as an ongoing program, not a compliance checkbox.

100% In-House Fleet Maintenance

All 33+ vehicles are maintained entirely in-house. Mid-State purchases equipment new and regularly modifies machines to improve performance and reliability. A dedicated 2024 Ford F-600 service truck is deployed for remote field maintenance and emergency repairs. Equipment condition is directly controlled by management, not outsourced to third parties.

Certification-Based Training Investment

Sweeping equipment is operated by NAPSA-certified operators. CCTV inspection work is staffed exclusively by NASSCO PACP-certified technicians. All commercial drivers are trained and compliant with DOT/FMCSA regulations. OSHA compliance training is part of the standard onboarding process for all field personnel. Training is a core operating cost, not an afterthought.

Fleet & Equipment

Oregon's most complete environmental services fleet, fully telematics-instrumented.

Mid-State runs more than 33 vehicles across the sweeping, vacuum, hydro-excavation, CCTV inspection, hydroblasting, and water-truck categories. The entire fleet is GPS-tracked, maintained 100% in-house, with backup units kept on standby. Click any card below to see unit specs and the carrier-facing operational profile.

Client Base & Revenue Drivers

Diversified mix. No single-sector concentration.

Mid-State serves a diverse mix of client types across Oregon. This diversification is a positive underwriting indicator. No single sector concentration, steady municipal contract revenue, and a repeat-client model that produces consistent work volumes year over year.
